Public management in turbulent times: COVID?19 as an ecosystem disruptor

The decentralisation of Swedish healthcare closer to citizens has been slow. Drawing from empirical material the reform prior and amidst COVID-19 pandemic, this paper argues that pandemic disrupted ecosystem. Consequently, citizen-centred collaborations have accelerated integration resources (such as knowledge skills) across organisational, hierarchical professional borders. However, delimited traditional providers, neglecting other actors be used improve service delivery. revealed strengths weaknesses with prevailing ecosystem post-COVID-19 public management must address, both theoretically practically. Theoretically, contributes development a logic, addressing difficulties logic in turbulent times. Practically, descriptions contribute improved understanding delivery how it is impacted during pandemic.
